  17. <p>    Until last month, when Congress restored its cachet by
  18. making it a criminal offense, flag burning had virtually gone
  19. out of style as a means of radical protest. Now desecrating the
  20. Stars and Stripes has become a bit of a fad. Last week four
  21. demonstrators staged a torching on the steps of the U.S.
  22. Capitol. Among the participants: Gregory Lee Johnson, whose
  23. conviction for setting fire to a flag at the 1984 Republican
  24. Convention led to a Supreme Court ruling upholding the
  25. constitutionality of the practice. Said Johnson: "We're back."
  26. </p>
  27. <p>    The burning was designed to produce a quick challenge to
  28. the Flag Protection Act of 1989, passed by Congress last month
  29. amid an orgy of jingoistic rhetoric. If the Supreme Court
  30. strikes down the law on constitutional grounds, as seems likely,
  31. Congress might be stampeded into approving an anti-flag burning
  32. amendment urged by President Bush. It might be wiser to turn
  33. down the heat.
